The Ministry of Land, Infrastructure, Transport and Tourism (MLIT) position: resting and napping in your vehicle is accepted — using the parking lot as accommodation is not. In practice, a quiet one-night rest in your campervan is tolerated at most stations, while camping behavior (chairs, tables, awnings, BBQ, long stays) is not. 1. One night only — this is a rest stop, not a campsite
2. Engine off, no idling (many prefectures ban idling by ordinance)
3. Nothing outside the van: no chairs, tables, awnings or clotheslines

6. Quiet after 21:00 — doors, voices, music
7. Take all trash with you
